H2014 and H2017: Skills Training and Psychosocial Rehab Billing

H2014 and H2017 are the workhorses of rehabilitative behavioral health. They pay for teaching and practicing the skills people need to live independently, usually delivered by paraprofessionals under supervision. They are also two of the most audited H codes, because the line between them, and between them and a social visit, is drawn in the notes.

H2014 is "Skills training and development, per 15 minutes." H2017 is "Psychosocial rehabilitation services, per 15 minutes." Both are rehabilitative Medicaid services delivered under a treatment plan. States define what each covers locally, who may deliver it, caps, and whether the two can be billed for the same person on the same day.

How they differ in practice

H2014 is usually targeted skill building: teaching a specific daily living, social, or coping skill. H2017 is usually broader psychosocial rehabilitation, often in a program or group setting, aimed at recovery and community functioning. Your state's service definitions are the real boundary, and the note has to show which one was delivered.

What a billable note shows

The skill or rehabilitation goal from the plan, what was taught or practiced, how the person participated, and progress, with times that support the units. A note describing an outing or a conversation without the skill being worked on reads as non-billable time in an audit.

Common denials

  • Service not on the plan. The plan does not list the service, or it lapsed. See H0032.
  • Both codes for the same time. H2014 and H2017 billed concurrently where the state forbids it.
  • Caps exceeded. Daily or weekly unit maximums.
  • Group without modifier. Group delivery billed without the state's group modifier. See licensure and program modifiers.
